American lawmakers are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators floated a proposal unacceptable to Democrats: scrapping the ACA, called Obamacare.
Growing Consequences of Government Shutdown
The impact on Americans from the longest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Proposal from Florida Resort
As weekend meeting got under way, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Support
Multiple Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is truly better for the patient," one senator said.
Another senator praised Trump's suggestion on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Opposition Reaction
Opposition senators expressed alarmed reactions to Trump's plan.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."
Another senator reacted to the censure of carriers by writing: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."
Ongoing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a small group of centrist lawmakers to terminate the closure in return for a future vote on the ACA subsidies.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another path forward" after Republicans rejected an offer to reopen the government and extend the subsidies for a year.
Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a one-year extension of the subsidies before negotiating the future of the tax credits.
"Doing nothing is irresponsible because people will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."
Political Situation
None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the concept of eliminating and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Several observers suggested that the core of such a proposal would eliminate the ACA's requirement that carriers cover individuals with existing health issues.
After his resort visit, Trump went back to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
